Email from Ann Kenny to Laura Lowe (ECY) dated December 13, 2001, transmitting draft justification document for Amendment No. 3 to Contract C0100121 with Shannon and Wilson, Inc. The justification memo, addressed to John Toohey (Office of Financial Management) from Jeannie Summerhays (Shorelands and Environmental Assistance Program, Northwest Regional Office), requests an additional $57,412 to cover expert witness testimony before the Pollution Control Hearings Board (PCHB), continued review of the Port of Seattle’s Natural Resource Mitigation Plan (NRMP), and field monitoring services related to the Section 401 Water Quality Certification issued August 10, 2001 and reissued September 21, 2001 for the Third Runway project.
