EXH AR019625: SSL MINTEQ Modeling — Background Pore-Water Chemistry, Assumptions, Limitations, Metal Kd Results

This technical document describes the background water chemistry and modeling assumptions used to estimate how metals move through soil and groundwater at contaminated sites. It outlines key simplifications in the MINTEQ geochemical model, including the assumption of chemical equilibrium and the exclusion of redox potential, and presents soil-sorption values (Kd) for various metals such as arsenic, chromium, and cadmium that vary with soil pH. The results show that metal mobility is most strongly influenced by pH levels in the subsurface environment.

EXH AR019624: Three Phase Back Calculations Table — Soil Cleanup Levels

This document presents three-phase back calculations for soil contamination levels at a site, listing various chemical constituents including heavy metals (arsenic, cadmium, chromium, lead, mercury, zinc) and petroleum products (TPH, gasoline, heavy oils). The table compares cleanup criteria from multiple regulatory frameworks including ambient water quality criteria (AWQC), drinking water standards, Model Toxics Control Act (MTCA) methods, and Fish and Wildlife Service ecological screening levels. The calculations were used to evaluate soil remediation thresholds based on leaching potential and ecological risk, with source references including EPA and MTCA SSL tables dated August 2001.

Staff Report and Recommendation: APL02-00002 — Appeal of SEPA Determination for Des Moines Creek Basin Restoration Projects

This 2002 staff report from the City of SeaTac and City of Des Moines addresses an appeal by King County Water District #54 challenging an environmental (SEPA) determination related to the Des Moines Creek Basin Restoration Projects, a multi-agency effort to reduce stormwater damage and protect water quality near the Tyee Golf Course. The water district argued that the environmental review failed to adequately address potential impacts to the Highline aquifer, which serves as its sole water supply source. The hearing was scheduled before a Hearing Examiner on October 10, 2002.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
