    EXH AR023626: Contract Services Request — STIA Groundwater Study

    In April 1999, the Washington State Department of Ecology requested contract services to independently review a groundwater study being conducted by the Port of Seattle at Sea-Tac Airport. The study aimed to determine whether groundwater contamination at the airport posed a risk to nearby surface waters and public water wells. Contract experts were needed to evaluate the Port's conceptual groundwater models, three-dimensional MODFLOW computer simulations, and proposed field monitoring work.

    EXH AR024755: Outgoing Call — Kevin Fitzpatrick, Ecology, WER Work Plan & Mixing Zone Study

    A March 30, 1999 follow-up phone call was made to Kevin Fitzpatrick of Ecology regarding a WER (Waste Equivalency Ratio) work plan renewal and a mixing zone study approach for a project near Sea-Tac Airport. Fitzpatrick indicated that Gary Bailey would assist with the WER work plan alongside Randy Marshall, and Norm Glen would review the mixing zone approach, but Kevin wanted to wait until after an April 1, 1999 meeting before proceeding. Key outstanding questions included whether existing outfalls already meet treatment standards and whether the Puget Sound Stormwater Manual technology standards would apply to existing outfalls at the site.

    This document consists of a fax transmission from Parametrix, Inc. to Scott Tobiason at the Port of Seattle, dated March 29, 1999, transmitting water quality data logs and flow weighting calculation worksheets for WGR (water quality) samples collected from receiving streams on February 22, 1999. The attached field data logs record measurements such as pH, temperature, dissolved oxygen, and water levels at a site designated 'WC,' along with observations of rain, sheen, and water color during sampling. A flow weighting calculation worksheet for the 'Walker' site summarizes subsample volumes and calculates a total storm flow of 33,030 units for a 30-inch pipe.

    EXH AR026670: Static Acute Ceriodaphnia dubia Toxicity Test — Cu, Miller Creek Site Water, Feb 1999

    This document presents results from a 48-hour acute toxicity test conducted in February 1999 for the Port of Seattle, exposing water fleas (Ceriodaphnia dubia) to copper-contaminated water collected from Miller Creek. The test found that all organisms survived at concentrations up to 50 micrograms per liter, while complete mortality occurred at concentrations of 100 micrograms per liter and above. Water quality parameters including pH, dissolved oxygen, and specific conductivity were monitored throughout the test period.

    These are field records from a water quality sampling event conducted on January 14, 1999, at the Miller DS site near McD NC, documenting storm water measurements taken from a culvert. As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
