Fix the Harm from Sea-Tac Airport Flights: Education Campaign Fact Sheet

The Beacon Hill Council and El Centro De La Raza are calling on community members to take action against the environmental, health, and equity harms caused by SeaTac Airport flight operations, which affect nearly 420,000 residents — including large proportions of people of color, immigrants, and refugees. Aircraft noise regularly exceeds World Health Organization safe limits, while air pollution from flights contributes to cardiovascular disease, respiratory illness, and developmental harm in children, with no current mitigation available for many impacted neighborhoods. The campaign also warns that SeaTac's planned expansion — from 47 to 66 million passengers, doubled international flights, and tripled air cargo — will worsen these impacts, and pledges to submit community concerns to the FAA during the expansion review process.

  • The Fourth Runway

We’ve begun using the term “Fourth Runway” to describe two large projects (SR-509 and the Sustainable Airport Master Plan) as one system, which they are. The two projects have always been part of a regional plan begun over fifty years ago to meet the strategic goals of the Port Of Seattle and regional planners. The construction of SR-509 will affect the communities are great deal. But starting in 2027 the projects will also increase flight operations at least 33% and cargo operations by 300%.

Sustainable Airport Master Plan Near Term Projects: Environmental Review Update

This June 2022 presentation by Des Moines Chief Strategic Officer Susan Cezar provides an update on the environmental review of Near Term Projects under the Port of Seattle's Sustainable Airport Master Plan (SAMP). It outlines the history of the review process dating back to 2015, including a multi-city inter-local agreement between Des Moines, Burien, Normandy Park, and SeaTac to coordinate responses to the Port's environmental documents. City staff continue to monitor the Port's compliance with federal (NEPA) and state (SEPA) environmental requirements as airport capital projects move forward.

City of Des Moines Agenda Item: Consultant Contract Amendment for Sea-Tac Airport Sustainable Airport Master Plan Environmental Review and Analysis

The City of Des Moines, WA considered an amendment to a consultant contract supporting a coordinated environmental review of the Port of Seattle's Sea-Tac Airport Sustainable Airport Master Plan (SAMP), a 20-year airport growth plan. The amendment adds $100,000 to the original $175,000 contract, extends its term to 2023, and shifts contract administration from SeaTac to Des Moines, with costs shared among Des Moines, Burien, Normandy Park, and SeaTac based on population. The consultant, now operating as Primacy Strategy Group LLC, assists the four cities in reviewing and responding to environmental documents and impacts related to the SAMP process under NEPA and SEPA.

Port of Seattle Press Release: Project in North SeaTac Park Removed from SAMP

August 25, 2021 Early this year, Port staff submitted the draft federal environmental assessment (EA) for the Sustainable Airport Master Plan (SAMP) to the FAA for its review. The EA’s screening of alternatives included the proposed surface parking lot in North SeaTac Park (L06) and considered alternate ways to meet future employee parking needs.  In that

Cultural Resources Survey of the Seattle-Tacoma International Airport Sustainable Airport Master Plan Near-Term Projects, King County

This appendix documents the historic and cultural resources review conducted for near-term construction projects at Seattle-Tacoma International Airport, as part of the Sustainable Airport Master Plan (SAMP). It includes a timeline of coordination between the FAA and Washington's Department of Archaeology and Historic Preservation (DAHP), which ultimately concurred that the projects would have no adverse effect on historic properties. The appendix also records outreach to ten Native American tribes in the region, including the Muckleshoot, Puyallup, Tulalip, and Suquamish, as required under the federal Section 106 review process.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
