    EXH 233: NHC Letter to Ecology — NPDES Permit Modification STIA IWS Design Criteria Detention Standards

    In this April 2001 letter, Northwest Hydraulic Consultants raised technical concerns on behalf of the Airport Communities Coalition regarding a proposed NPDES permit modification for Seattle-Tacoma International Airport. The firm identified two key issues: a lack of clear, enforceable design criteria for stormwater overflows from the airport's integrated wastewater system (IWS), and an inconsistency between the permit's stormwater detention standards and the stricter standards sought under Section 401 Certification for the Third Runway and Master Plan Update projects. The consultants recommended that the permit be revised and republished for public comment to address these gaps and ensure consistent, enforceable stormwater management requirements.

    Exhibit 233: NHC Letter to Ecology — Review of Sea-Tac Airport Low Streamflow Analysis

    In an April 2001 letter to the Washington State Department of Ecology, Northwest Hydraulic Consultants raised serious concerns about the adequacy of a low streamflow analysis conducted for the proposed third runway expansion at Seattle-Tacoma (Sea-Tac) Airport. The firm argued that Ecology's March 2001 review memo effectively endorsed the study's methods and conclusions without addressing significant technical flaws, including the use of future rather than existing basin conditions and the failure to account for impacts from gravel mining, lagoon lining programs, and embankment seepage. The consultants, representing the Airport Communities Coalition, requested that Ecology revisit its review, consider all submitted technical comments, and require the airport's applicant to formally respond to outstanding concerns before any regulatory certification was granted.

    EXH AR025066: Email Stormwater Volume Perspectives Third Runway West Ponds

    A 2001 internal email from King County staff puts stormwater storage volumes for the Third Runway project (3RW) into everyday perspective. It compares proposed retention ponds and vaults to familiar landmarks: Pond D would hold the equivalent of over 12 Olympic-size swimming pools, and the largest vault considered (88 acre-feet) would cover a football field with 80 feet of water—roughly an 8-story building. The email also notes that 0.1 cubic feet per second of water flow is equivalent to about five garden hoses running at full pressure.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
