    Seattle-Tacoma International Airport Environmental Update

    This November 1997 environmental update from Washington State's Department of Ecology covers the Sea-Tac Airport third runway expansion project, detailing the FAA's air quality conformity determination, state environmental certification conditions, and required permits.     This 1997 Annual Stormwater Monitoring Report, prepared by Scott Tobiason of Port of Seattle Environmental Services, documents water quality data collected from Seattle-Tacoma International Airport's stormwater discharges between July 1, 1996 and May 31, 1997. The report analyzes discharge samples from stormwater outfalls across the airport's drainage basins, comparing results to regional and national benchmarks, and notes that improvements from newly installed Best Management Practices (BMPs) would be evaluated in the following year's report. It was submitted to the Washington Department of Ecology in fulfillment of Special Condition S.9 of the airport's NPDES permit.

    No Impact on Ground Water? Comments on DOE and Port Of Seattle Agreement for Ground Water Study at Sea-Tac Airport

    A 1997 public comment letter from a Seattle resident raises concerns that a planned ground water study near Seattle-Tacoma International Airport is too limited in scope to accurately assess pollution risks to local drinking water. The author documents an airport outfall discharging oil, grease, and glycols just south of a drinking water well head, and argues the study must be expanded to include outfalls, fuel depot leaks, abandoned underground tanks, and the effects of massive planned construction. The letter urges regulators to require more rigorous sampling conditions and to openly address the water quality impacts of the airport's proposed Third Runway expansion.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
