EXH AR024616: Permit Writer’s Manual (July 1999) WER Methodology Sections 6.3–6.7

This document is a section of Washington State's Permit Writer's Manual covering Water Effect Ratio (WER) methodology for water quality permitting. It outlines procedures for determining how receiving water conditions affect the toxicity of discharged effluents, including required toxicity testing species, sampling schedules at critical and non-critical flow conditions, and guidelines for freshwater and saltwater discharge situations. The document is unrelated to Sea-Tac Airport noise policy.

Exhibit 222: Email Chain RE: Updated 401 Permit Matrix — Luster (Ecology) and Fitzpatrick on Stormwater, NPDES, and Water Quality Standards for Sea-Tac Third Runway

This 1999 email chain between Washington State Department of Ecology officials discusses the 401 Water Quality Certification process for a major Port of Seattle project affecting Des Moines and Miller Creek watersheds near Sea-Tac Airport. Key disputes include stormwater discharge compliance with water quality standards, required mitigation measures such as riparian buffers and stream flow augmentation, and the retrofitting of existing stormwater outfalls. Officials warn that the creeks are already hydrologically impaired, with flood and erosion conditions far exceeding pre-development levels, making it difficult to approve the project without a comprehensive and specific mitigation package.

EXH AR026484: Handwritten Meeting Notes Water Quality Permit Standards WER Guidance POS/WERS 5/10/99

These handwritten meeting notes dated 5/10/99 document a discussion among water quality staff including Kevin Fitzpatrick and Gary Bailey regarding permit standards and guidance. Topics covered include updating water quality standards to 'use-based' classifications, finalizing antidegradation rules, and establishing sampling protocols such as requiring at least 5 days of sampling during critical low-flow conditions. The notes also address mixing zone limits, AKART conditions for permit outfalls, and revisions to the permit writer's manual expected by June or July.

EXH AR022190: Stormwater Monitoring Procedure Manual STIA NPDES WA-002465-1 Rev 6

This is a Procedure Manual for stormwater monitoring at Sea-Tac International Airport, developed by Port of Seattle Environmental Services to comply with NPDES Permit WA-002465-1. It outlines sampling locations, monitoring schedules, deicing event protocols, and quality assurance procedures for collecting and reporting stormwater data. The manual covers topics ranging from automatic and manual sampling methods to laboratory accreditation and discharge monitoring report requirements.

EXH AR023701: Email Chain Stormwater Compliance, 401 Certification, NPDES Permitting STIA Third Runway

This 1999 email chain between Washington State Department of Ecology staff discusses the challenges of applying water quality standards to stormwater discharges related to the proposed Sea-Tac Airport third runway project. Officials from the Water Quality and Shorelines/Environmental Assistance programs agreed that strictly enforcing numeric water quality criteria on stormwater is scientifically and legally difficult, and recommended an 'adaptive management' approach requiring monitoring and ongoing improvements rather than immediate full compliance. The correspondence also highlights resource limitations, the relationship between Section 401 and 402 Clean Water Act permits, and the need for a consistent statewide policy on stormwater review.

EXH AR024561: Email McBride to Pippin – Manke Questions

In this January 1999 email, Dave McBride of Parametrix, Inc. responds to questions from Brian Pippin about the Manke project, clarifying that the Washington State Department of Ecology had not yet reviewed the draft report and that the client was intentionally delaying the process to gain more time. He also notes that the use of a 6-month, 24-hour storm standard was a requirement of the NPDES permit.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
