City of Phoenix Aviation Department 2018 Annual Noise Report

The City of Phoenix Aviation Department's 2018 Annual Noise Report covers noise exposure trends across Phoenix Sky Harbor International (PHX), Phoenix Deer Valley (DVT), and Phoenix Goodyear (GYR) airports for calendar year 2018. The report recorded 434,252 total operations at PHX, 53,280 noise complaints, and a 99.65% compliance rate with noise abatement procedures. Key highlights include FAA community workshops, implementation of updated flight departure routes, renewal of the Noise and Operations Management System contract, and passage of the FAA Reauthorization bill containing nearly 20 noise-related provisions.

Average Noise Per Day LEQ Aircraft and Community — June 2017

This report from the Port of Seattle presents daily average noise levels recorded at Sea-Tac Airport monitoring stations (NMTs) throughout June 2017. It breaks down sound levels in decibels (dB LEQ) into three categories: community noise, aircraft noise, and a combined total, measured at more than 20 locations surrounding the airport. The data shows that aircraft noise levels frequently exceeded community noise levels at many monitoring sites, with some stations recording combined totals above 65 dB on multiple days.

Purchase order A-0000274251 change order – noise monitoring and flight tracking system

The Port of Seattle issued Purchase Order A-0000274251 to Exelis Inc. of Herndon, VA, for a Noise Monitoring and Flight Tracking System at Seattle-Tacoma International Airport, originally dated January 21, 2015. Two change orders were subsequently issued: Change Order 1 reduced the contract price by $18,400 (replacing four weather stations with METARS data), and Change Order 2 increased it by $32,802 for additional site modifications, bringing the final total PO amount to $1,001,655.16.

Airport Noise and Operations Monitoring System Replacement (CIP #C800608)

The Port of Seattle is requesting $1.9 million to replace Sea-Tac Airport's aging noise and flight-tracking monitoring system, which has been in use since 1999 and is past its useful life. The outdated equipment has caused over 110 failures in two years, major data losses, and delays in responding to community noise complaints. The new system will include updated noise monitors, analysis software, and a public-facing website to better support FAA reporting, airline compliance programs, and citizen inquiries.

Part 150 Noise Monitoring Locations: Seattle-Tacoma International Airport

This document maps the Part 150 Noise Monitoring Locations surrounding Seattle-Tacoma International Airport, as prepared by the Port of Seattle in August 1998. It identifies dozens of measurement sites categorized as permanent, semi-permanent, or temporary, spread across communities north and south of the airport including Burien, Des Moines, Normandy Park, Mercer Island, and as far north as the University District. Each site is listed with its specific street address or intersection, providing a detailed geographic record of how aircraft noise was tracked across the wider Seattle-Tacoma region.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
