Sustainable Airport Master Plan (SAMP) update

This February 2018 briefing presents an update to the Sustainable Airport Master Plan (SAMP) for Seattle-Tacoma International Airport, outlining both near-term improvement projects and a long-term development vision for the airport. The plan addresses existing conditions, development constraints, and key functional areas—including terminal, cargo, and displaced facilities—while also covering environmental review and stakeholder engagement processes. A phased approach guides how the airport intends to manage growth and infrastructure changes over time.

Sustainable Airport Master Plan (SAMP) planning update

The Port of Seattle's February 2018 briefing updates the Commission on the Sustainable Airport Master Plan (SAMP), a long-range planning effort initiated in 2013 to identify facility improvements needed at Seattle-Tacoma International Airport over a 20-year horizon. The plan proposes a package of near-term projects—including 19 gates connected to a new terminal north of the existing complex—projected to meet capacity needs through 2027, while keeping the airport's current three-runway system in place. Public scoping for environmental review of these near-term projects was anticipated to begin in mid-to-late 2018.

    Resolution No. 3650, as amended

Resolution No. 3650 was adopted by the Port of Seattle Commission on May 3, 2011, updating the Port's policies and procedures under the State Environmental Policy Act (SEPA) to reflect changes in law and improve effectiveness. The resolution requires the Port to analyze and, where appropriate, mitigate the environmental impacts of its proposals, including consideration of greenhouse gas emissions and climate change. It supersedes all prior related resolutions and formally designates policies that may be used to condition or deny actions under SEPA's substantive authority.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
