Contents include Airport Litigation Documents: Growth Management Staff Advisory Committee policy analysis on siting a major supplemental airport in the Central Puget Sound Region (8/10/94), Port of Seattle submittals to an expert panel in response to a 1/9/95 Noise Order (2/23/95 and 10/16/95), and lawsuit exhibits provided to David Bricklin (Books 1 and 2, 8/26/97), now held at WA State Archives.

    Property Acquisition Financial Feasibility Study

    This 1997 Puget Sound Regional Council study examines the financial feasibility of acquiring and redeveloping properties negatively affected by major regional transportation facilities, including Sea-Tac International Airport, the Auburn Rail Yard, and a proposed Everett HOV facility. It evaluates potential funding mechanisms—such as a state-financed revolving fund or public/private partnerships—to convert noise-impacted land within the 65–75 DNL noise contours to compatible non-residential uses.     1996 Amendment to the Metropolitan Transportation Plan for the Central Puget Sound Region

    In July 1996, the Puget Sound Regional Council General Assembly adopted an amendment to the 1995 Metropolitan Transportation Plan for the Central Puget Sound Region, with updates taking effect August 2, 1996. The amendment includes key changes related to aviation, notably the addition of a new Appendix G outlining air transportation noise reduction measures and the steps for implementing and monitoring them. These changes, which required a formal Port of Seattle resolution to activate, were set to be fully incorporated into the updated Metropolitan Transportation Plan in 1998.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
