Documents catalogued as received in 1990 and 1992

This library catalog covers documents received in 1990 and 1992 relating to aviation planning and noise policy in the Puget Sound region, with a focus on Sea-Tac Airport. Key items include environmental impact statements for the 'Vision 2020' and 'Flight Plan Project' plans, Sea-Tac noise exposure map updates, community association comments on airport expansion, and technical reports on aircraft modifications. The catalog records each document's title, author or agency, original publication date, and accession date, and notes donor information where applicable.

    Property Acquisition Financial Feasibility Study

This 1997 Puget Sound Regional Council study examines the financial feasibility of acquiring and redeveloping properties negatively affected by major regional transportation facilities, including Sea-Tac International Airport, the Auburn Rail Yard, and a proposed Everett HOV facility. It evaluates potential funding mechanisms—such as a state-financed revolving fund or public/private partnerships—to convert noise-impacted land within the 65–75 DNL noise contours to compatible non-residential uses. The study covers roughly 100 acres across three case-study areas and was initiated under Regional Council Resolution A-96-02 adopted in July 1996.

PSRC Property Acquisition Financial Feasibility Study

A study commissioned by the Puget Sound Regional Council to assess the financial feasibility of establishing a funding mechanism for acquiring and redeveloping properties adversely impacted by regionally significant essential public facilities. The study examines case study areas near the Auburn Rail Yard, Sea-Tac International Airport, and the proposed Everett 112th Street SE HOV Lanes

EXH AR037736: Puget Sound Regional Council Resolution A-96-02 Amending the 1995 Metropolitan Transportation Plan for Long-Term Commercial Air Transportation Capacity

Resolution A-96-02 adopted by the Puget Sound Regional Council (PSRC) General Assembly on July 11, 1996, amending the 1995 Metropolitan Transportation Plan (MTP) and Regional Transportation Plan (RTP) to include plans for a third runway at Seattle-Tacoma International Airport with additional noise reduction measures. PSRC Resolution A-96-02: amending the 1995 MTP and related planning documents to provide for the long-term commercial air transportation capacity needs of the Central Puget Sound Region

In July 1996, the Puget Sound Regional Council adopted Resolution A-96-02, amending the region's Metropolitan Transportation Plan to include plans for a third runway at Seattle-Tacoma International Airport, paired with additional noise reduction measures. The decision followed years of study, including an Expert Panel finding that neither demand management strategies nor high-speed rail could eliminate the need for expanded capacity. Final approval of the runway remained contingent on environmental review by the Port of Seattle, Federal Aviation Administration permitting, and completion of required noise mitigation steps.

Summary of the Regional Council’s decision process relating to amending the Metropolitan Transportation Plan to include a third runway at Sea-Tac International Airport with additional noise reduction measures

This 1996 Puget Sound Regional Council document summarizes the multi-year planning process behind the decision to add a third runway at Seattle-Tacoma International Airport. It traces efforts dating back to the 1988 Regional Airport System Plan through environmental reviews, expert panel evaluations, and feasibility studies, concluding that no viable alternative sites or demand-management strategies could eliminate the need for the new runway. The approval was conditioned on additional noise reduction measures to address impacts on surrounding communities.

PSRC Expert Arbitration Panel Final decision on noise issues

The Expert Arbitration Panel on Noise and Demand/System Management Issues issued its final decision on noise issues related to Resolution A-93-03, which set noise reduction conditions for PSRC authorization of a third runway at Sea-Tac International Airport. A majority of the Panel found that the Port of Seattle had not demonstrated a sufficient reduction in

Expert panel says noise conditions not satisfied at Sea-Tac

In March 1996, an independent expert panel concluded by a 2-1 vote that the Port of Seattle had not done enough to reduce real-world noise impacts from Sea-Tac Airport to meet the conditions set by the Puget Sound Regional Council for approving a third runway. While the panel acknowledged the Port's extensive noise abatement programs, the majority found they fell short of the meaningful reductions required under Resolution A-93-03. The panel also determined that neither demand management improvements nor alternative transportation options, such as rail, would sufficiently reduce air travel demand to eliminate the need for the additional runway.

Final decision on noise issues: Expert Arbitration Panel’s review of noise and demand/system management issues at Sea-Tac International Airport

In March 1996, an Expert Arbitration Panel appointed by Washington State concluded that Seattle's Port had not sufficiently reduced real on-the-ground noise impacts around Sea-Tac International Airport to meet the conditions required by Puget Sound Regional Council Resolution A-93-03 for approving a third runway. The Panel majority found that, despite an extensive array of noise abatement and mitigation programs, measurable noise reductions for surrounding communities were inadequate. One panel member dissented, arguing the Port had met the Resolution's requirements.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
