The Flight Plan Project, published in January 1992 by the Puget Sound Regional Council and the Port of Seattle, examines the long-term air carrier system needs of the Puget Sound region. The report includes study findings, draft recommendations, and a Draft Programmatic Environmental Impact Statement. It was funded in part by grants from the Federal Aviation Administration of the U.S. Department of Transportation.

Regional Airport System Plan 1988-2020: Air Transportation Element of the Regional Transportation Plan

The Regional Airport System Plan (1988–2020) serves as the air transportation element of the Regional Transportation Plan for the Puget Sound area, published in September 1988. Developed under the guidance of an Air Transportation Advisory Committee representing airports, government agencies, community groups, and industry stakeholders, the plan outlines a long-range framework for managing and developing the region's airport system. It addresses air transportation needs and policy across multiple airports in the greater Seattle–Tacoma region, including considerations relevant to noise, land use, and capacity planning through the year 2020.

Letter regarding draft Regional Airport System Plan, 1980 to 2000

A January 1981 letter from the Puget Sound Council of Governments invites citizens and agencies to review a draft Regional Airport System Plan covering 1980 to 2000, which outlines existing aviation facilities, projected needs, and recommendations for expanding several airports in the region. The plan also calls for construction of a new industrial/commuter airport in the King-Snohomish service area, though no specific site is identified. Public comments were due before February 27, 1981, with the King Subregional Council expected to vote on adoption in March 1981.

Regional Airport System Plan, 1980-2000, Central Puget Sound region

    ★ 32
This 1980 draft report, produced by the Puget Sound Council of Governments, outlines a Regional Airport System Plan for the Central Puget Sound area covering the years 1980 to 2000. Funded by the Port of Seattle, the Washington State Department of Transportation, and the Federal Aviation Administration, the plan was developed to guide regional aviation policy and infrastructure decisions across King, Pierce, Snohomish, and Kitsap counties. It was prepared for review by the Standing Committee on Transportation and represents an early framework for managing air travel demand and airport development in the greater Seattle region.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
