Truth in Aviation: The newsletter of the Regional Commission on Airport Affairs, Vol. 5, No. 1, Spring 1998

This 1998 newsletter from the Regional Commission on Airport Affairs covers several controversies surrounding Sea-Tac Airport's expansion, including a 24% cost overrun on the new parking garage, Port staff admitting they lack the capacity to manage over 100 simultaneous expansion projects, and the Highline School District launching an independent study of airport noise impacts on classrooms after failed negotiations with the Port. Additional issues covered include a proposed wetlands destruction permit for the third runway site, plans to extend King County International Airport's runway closer to Georgetown neighborhoods, and legal battles over city comprehensive plans that opposed airport expansion.

This 1997 intergovernmental agreement, signed by the Highline School District and several cities in the Sea-Tac Airport vicinity — including Des Moines, Normandy Park, Burien, Federal Way, and Tukwila — establishes a coordinated framework for addressing airport noise impacts and related funding for schools. The agreement supersedes earlier agreements from February 1992 and June 1996 between the same parties. It outlines provisions for settlement authority, dispute resolution, and the role of the Airport Communities Coalition (ACC) Executive Committee in approving any claims or compromises.

A July 1980 letter from King County's Building and Land Development division acknowledges a complaint filed by Virginia E. Dana, assigning it case numbers 80-547, 80-548, and 80-549, and outlines the county's process for investigating code violations. The letter explains that resolving complaints may involve researching property ownership, contacting the owner, and conducting field inspections for serious hazards. A related newspaper article covers conditional use permit hearings for tenants of closed Highline School District schools, noting that the county had recently discovered many such tenants lacked required permits.

FAA Response Letter to Virginia Dana Regarding Sunset Junior High School Closure

A April 3, 1974 letter from FAA Northwest Region Chief of Airports Planning George L. Buley responds to Seattle resident Mrs. Virginia Dana regarding the possible closure of Sunset Junior High School. The letter acknowledges that the school falls within an area the Port of Seattle proposed to acquire under the FAA's Airport Development Aid Program, and confirms the FAA was actively working with the Port on an environmental impact statement covering the proposed acquisition. Both Sunset Junior High School and Maywood Elementary School were being considered in that environmental review process.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
