Appendix C: Current Published Approach Procedures Affected by the Proposed Action

This appendix from a 2012 Environmental Assessment documents the published arrival flight procedures at Seattle-Tacoma International Airport that would be affected by proposed changes to how aircraft approach the airport. It includes detailed charts for routes such as the JAWBN Three Arrival and Olympia Seven Arrival, showing waypoints, altitudes, and speed restrictions for aircraft arriving from various directions including Canada and southern Washington. These procedures define the flight paths aircraft must follow when descending into Sea-Tac, directly influencing the noise experienced by communities surrounding the airport.

Final Environmental Assessment for Greener Skies Over Seattle: Proposed Arrival Procedures to Seattle-Tacoma International Airport — Volume 2 Appendices

This November 2012 Federal Aviation Administration report evaluates the environmental impacts of proposed new arrival flight procedures at Seattle-Tacoma International Airport, part of the 'Greener Skies Over Seattle' initiative. It includes detailed appendices covering noise modeling, effects of aircraft noise on communities, historic and endangered species considerations, and agency coordination records. The goal of the proposed procedures was to reduce fuel consumption and emissions while assessing changes in noise exposure for surrounding neighborhoods.

Final environmental assessment for proposed changes to air traffic arrival and departure routes at Seattle-Tacoma International Airport

This 1990 Final Environmental Assessment, prepared by the FAA's Air Traffic Division in Seattle, evaluates proposed changes to arrival and departure flight routes at Seattle-Tacoma International Airport. The document was signed by Air Traffic Division Manager Temple H. Johnson, Jr. on March 27, 1990, and examines the potential environmental impacts of rerouting aircraft traffic in and out of Sea-Tac. It serves as an official federal record relevant to noise and environmental policy affecting communities around the airport.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
