    EXH 366: Columbia Biological Assessments Letter Reviewing STIA Runway Fill Hydrologic Studies — ACC Expert Review Fishery Wetland Impacts

    A fisheries biologist hired by the Airport Communities Coalition reviewed a Washington State Department of Ecology hydrologic study of the Sea-Tac runway fill project, concluding that the study significantly underestimated impacts on local fish and wetland habitats in Miller, Walker, and Des Moines Creeks. The reviewer found that the study failed to accurately document fish species present, overlooked key wetlands supporting salmon and cutthroat trout, and inadequately assessed the consequences of relocating nearly 1,000 feet of Miller Creek to accommodate runway expansion. The letter argues that the Ecology department accepted the Port's claims of habitat improvement without requiring a thorough analysis of the substantial fish and invertebrate communities that would be destroyed.

    This June 2000 report by Pacific Groundwater Group examines the hydrological impacts of proposed runway fill construction at Seattle-Tacoma International Airport.     EXH AR023782: Port Of Seattle Letter to Department of Ecology — Change of Water Right Application for Des Moines Creek Flow Augmentation

    In June 2000, the Port of Seattle submitted a formal application to the Washington Department of Ecology to add a new use to an existing groundwater right for a well located on Port property near Seattle-Tacoma International Airport. The well, originally drilled in the late 1940s and previously used to irrigate the Tyee Valley Golf Course, was proposed to also provide flow augmentation and temperature control for Des Moines Creek as part of a jointly funded basin restoration plan. The application addressed the well's ownership history, its continuous use for golf course irrigation since the mid-1960s, and the Port's agreement with Highline Water District confirming the Port's title to the associated water right (Certificate No. 2369).

The proposed change would extend the water right beyond 2000 to support creek flow augmentation alongside continued domestic supply and golf course irrigation, covering the Des Moines Creek corridor from the airport property to the creek's mouth at Puget Sound. As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
