Port Packages (explained here) are the sound insulation systems installed by the Port of Seattle to over 9,400 single family homes and dozens of apartment buildings and schools under the flight path.
Unfortunately, many of those sound insulation systems developed any number of problems. This tag concerns efforts to obtain relief (including repair and replacement) since those problems were first identified back in the late 1990’s.

2024-02-20Bill Analysis: E2SSB 5955 – Mitigating Harm and Improving Equity in Large Port Districts
Washington State bill E2SSB 5955 creates a grant program, running through July 1, 2029, managed by the Department of Commerce to help large port districts — primarily the Port of Seattle, which operates Sea-Tac Airport — repair or replace faulty noise mitigation equipment installed in nearby homes, and address any structural damage caused by that equipment. Port districts can hire building inspectors or partner with their county to inspect affected properties, and must apply for grant funds when inspections reveal problems. The Joint Legislative Audit and Review Committee will review the program's effectiveness by July 1, 2028. -

2024-02-13Order 2024-04: Sound Insulation Repair and Replacement Pilot Program
In February 2024, the Port of Seattle Commission proposed Order 2024-04, directing an assessment of previously installed noise insulation packages to be completed by end of 2024, with findings reported to Commissioners by January 21, 2025. The order also establishes a Sound Insulation Repair and Replacement Pilot Program, backed by an initial $5 million commitment, to identify and fix aging or ineffective insulation in homes near Seattle-Tacoma International Airport. Priority for repairs will be determined using the Port's equity index to ensure underserved communities are considered first. -
