Port Packages (explained here) are the sound insulation systems installed by the Port of Seattle to over 9,400 single family homes and dozens of apartment buildings and schools under the flight path.
Unfortunately, many of those sound insulation systems developed any number of problems. This tag concerns efforts to obtain relief (including repair and replacement) since those problems were first identified back in the late 1990’s.

2020-02-25Motion 2020-04: A motion of the Port Of Seattle Commission directing the acceleration of the sound insulation program at Seattle-Tacoma International Airport
In February 2020, the Port of Seattle Commission passed Motion 2020-04, directing the Port's Executive Director to accelerate the sound insulation program at Seattle-Tacoma International Airport and complete it no later than 2026. The motion calls for implementing the necessary staffing, funding, and contracting resources to deliver the program on time, while coordinating with other public agencies to complement — rather than duplicate — existing programs for low-income housing and energy upgrades. Port staff are required to regularly brief the Commission's Aviation Committee on progress and provide a preliminary implementation plan alongside the 2021 budget approval. -

1993-02-25House bill report HB 1915: An act relating to aircraft noise abatement
Washington State House Bill 1915 (1993) proposed changes to aircraft noise abatement rules for port districts operating busy airports like Sea-Tac. Under the substitute bill, property owners whose homes were soundproofed by a port district would no longer need to waive all damages or grant a full, unrestricted easement — only partial waivers and limited easements would be required. The bill also allowed homeowners to receive soundproofing benefits more than once if aircraft noise levels increased or flight patterns changed significantly.
