    Northeast Redevelopment Area (NERA) appendix

The Northeast Redevelopment Area (NERA) Appendix is a supporting document to the Redevelopment Plan and Implementation Strategy, dated April 2010. It contains nine sections covering existing conditions, market conditions, critical area studies, community involvement, transportation infrastructure, economic summaries, comprehensive plan and zoning amendments, and a Miller Creek Greenway concept report. This appendix provides the technical and community engagement background needed to guide redevelopment planning decisions for the NERA.

Northeast Redevelopment Area (NERA): Redevelopment Plan and Implementation Strategy Executive Summary

The Northeast Redevelopment Area (NERA) Redevelopment Plan and Implementation Strategy, prepared in April 2010 by the City of Burien and Port of Seattle, outlines a 15-year plan to convert land near Seattle-Tacoma International Airport from incompatible residential and small-scale commercial uses into airport-compatible development. Created in response to noise and operational impacts from Sea-Tac Airport, the plan was shaped by community input, market analysis, and FAA restrictions. The strategy provides a phased, incremental approach to guide property owners and stakeholders through the redevelopment process while balancing environmental, economic, and community considerations.

Northeast Redevelopment Area (NERA): Redevelopment Plan and Implementation Strategy

The Northeast Redevelopment Area (NERA) Redevelopment Plan and Implementation Strategy, prepared in April 2010 by Otak, Inc. for the City of Burien and the Port of Seattle, outlines a framework for redeveloping land in the northeast area near Seattle-Tacoma International Airport. The plan addresses existing conditions—including Federal Aviation Administration requirements and airport noise constraints—alongside community input, infrastructure needs, and market analysis to guide future land use decisions. It identifies preferred development alternatives, zoning amendments, and prioritized implementation steps to support responsible redevelopment of properties affected by airport operations.

Northeast Redevelopment Area (NERA): City of Burien Draft Supplemental Environmental Impact Statement

The City of Burien's 2009 Draft Supplemental Environmental Impact Statement (SEIS) examines redevelopment options for the Northeast Redevelopment Area (NERA), located near Sea-Tac Airport. Three alternatives are evaluated, including rezoning the area to allow airport-compatible uses such as light industrial, office, and limited retail (Alternative 1), a more restricted version without auto or general retail sales (Alternative 2), or maintaining the existing SPA-4 zoning with no changes (Alternative 3). The document is relevant to Sea-Tac Airport noise policy as all proposed land use changes are explicitly designed to ensure compatibility with airport operations in the surrounding community.

NERA Market Conditions Report: City of Burien NE Redevelopment Area

This July 2008 market conditions report, prepared by Heartland for the City of Burien, analyzes redevelopment potential for the Northeast Redevelopment Area (NERA), a collection of underutilized properties adjacent to Seattle-Tacoma International Airport. The report examines four land use categories—industrial, office, retail, and residential—to inform alternative redevelopment strategies developed in partnership with the City of Burien and the Port of Seattle. Key findings highlight strong demand for airport-adjacent industrial space, limited office development in Burien, and the need to understand residential market conditions in order to encourage non-residential uses in the area.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
