Heartland LLC market conditions report prepared for the City of Burien as sub-consultant to Otak, Inc., analyzing four land use categories — industrial, office, retail, and residential — for the Burien Northeast Redevelopment Area (NERA), an assemblage of underutilized properties adjacent to Sea-Tac Airport near Highway 509 and SR-518 in South King County. Key findings include strong regional fundamentals for industrial/distribution uses, NERA’s competitive positioning relative to off-airport industrial space, demand driven by regional cargo trade, the Duwamish Industrial Center migration trend southward, limited Burien office construction (low-rise Class B), and a Highline Medical Center-affiliated medical office node.
