EXH AR023201: Letter to Ecology Transmitting Third Runway Fill Material Env. Docs, Q2 2000

A July 27, 2000 letter from the Port of Seattle's Environmental Program Manager transmits environmental documentation to the Washington Department of Ecology regarding fill material used in the Sea-Tac Airport Third Runway Project during the second quarter of 2000. The documentation, developed in accordance with the 1999 Airfield Project Soil Fill Acceptance Criteria, includes a fill summary table listing sources such as borrow pits, port property transfers, and construction sites, along with estimated fill volumes. A cumulative fill summary is also provided, covering all fill material placed from January 1998 through December 1999.

EXH AR023743: Internal Deliberative Notes — Third Runway EIS Fill, Stormwater, Tyee Pond, Soil Fill Criteria, Water Quality BMPs

These internal deliberative notes from 5/30/00 discuss fill and stormwater management issues related to a construction or development project, covering topics such as soil fill acceptance criteria, Best Management Practices (BMPs) for water quality, spill containment features at Tyee Pond, and monitoring requirements for dissolved metals. The notes reference coordination among multiple regulatory frameworks including Section 401, CZM, and MTCA, and address questions about impervious liner hydrologic impacts and remediation procedures. Key action items include developing an approved stormwater plan, establishing soil sampling protocols for borrow sites, and determining upfront versus incremental BMP implementation strategies.

EXH 288: First Avenue Bridge Fill Source Data Summary

This document summarizes soil contamination test results for fill material taken from the First Avenue Bridge site, collected between October 1999 and May 2000. Samples were tested for petroleum hydrocarbons (diesel and heavy oil ranges) as well as RCRA 8 metals and other contaminants, with results indicating varying levels of heavy oil detected across samples. The table notes which soil samples were ultimately placed at the Third Runway construction site at Sea-Tac Airport, with several samples excluded due to contamination concerns.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
