Yee, Kevin Fitzpatrick, Peter Kmet) and ATG’s Joan Marchioro regarding clean fill criteria language for the 401 Water Quality Certification on the Sea-Tac Third Runway. Peter Kmet raises concerns about arsenic limits (proposed 20 vs. background 7-8 in Western Washington), recommends groundwater monitoring, and comments on MTCA Method A and Method B soil cleanup levels per WAC 173-340-740, TPH and Priority Pollutants metals analysis, EPA databases, Confirmed & Suspected Contaminated Sites Report, and fill material certification requirements from state-certified borrow pits, contractor-certified construction sites, and Port-owned property.
