  • The SAMP Comment Period Explainer (Intro)

Preparing for the October 21st Comment Period This is the first of a two-part article concerning the SAMP comment period. We’re including a few paragraphs of background because the process has been so lengthy–with many years of delay. The feedback we’ve received thus far has been confusion, partly because the information on the Port’s official

Appendix D: Biological Resources — Biological Evaluation and Section 7 Consultation Request, SEA SAMP Near-Term Projects

The FAA submitted a Biological Evaluation to support an informal consultation under the Endangered Species Act for near-term construction projects at Seattle-Tacoma International Airport, all expected to be completed by 2032. The projects aim to expand passenger and cargo capacity, upgrade taxiway layouts, and increase fuel storage including sustainable aviation fuel. The evaluation assessed potential impacts on 14 species, determining that several—including Chinook salmon, bull trout, and killer whales—may be affected but not likely adversely, while the remaining species, such as the marbled murrelet and North American wolverine, would face no effect.

The Factory: An STNI explainer on the Sustainable Airport Master Plan

This explainer from Sea-Tac Noise.Info describes Seattle-Tacoma International Airport as a large-scale assembly line with three interconnected sections: air (airspace and runways), terminal (gates, passengers, and baggage), and road (cars, trucks, pedestrians, and light rail). The airport processes people, cargo, and vehicles across roughly 450,000 flights per year—more than 1,230 per day—with the goal of moving everything smoothly between sections and no delays. A bottleneck in any one section can ripple through the entire system, making capacity planning central to the airport's Sustainable Airport Master Plan (SAMP).

Sustainable Airport Master Plan: Environmental Review and Airport Master Plan Fact Sheet

Seattle-Tacoma International Airport's Sustainable Airport Master Plan (SAMP), completed in 2018, outlines 31 near-term development projects and is currently undergoing a federal environmental review (NEPA) process, with a draft Environmental Assessment published in October 2024. The review evaluates potential impacts on air quality, water resources, noise, and other environmental factors before any projects move forward. Once the federal NEPA process concludes, a Washington State-level environmental review (SEPA) will follow.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
