    In August 2000, the Port of Seattle submitted a revised implementation plan to the Washington Department of Ecology for a flow augmentation facility on Des Moines Creek, near Seattle-Tacoma International Airport. The plan outlines two potential water sources — a Port-owned well used to irrigate the Tyce Valley Golf Course, or water purchased from Seattle Public Utilities — along with details on pipeline construction, dechlorination treatment options, and pump configurations. Construction of the facility was scheduled to begin in June 2002, with the well preferred as the lower-cost option pending resolution of water rights issues.

    EXH AR021325: Columbia Biological Assessments to WDFW — SR-509 Temp Interchange Fisheries Impacts S 176th St

    A fisheries biologist hired by the Airport Communities Coalition assessed the potential environmental impacts of a temporary SR-509 interchange construction project near Seattle-Tacoma International Airport, concluding that the project posed serious risks to fish and wetland resources in Walker Creek. The report found that proposed erosion control measures, such as silt fences and whattles, were grossly inadequate given the steep terrain (slopes of 40–60%) adjacent to Wetlands 43 and 44, and that sediment-laden stormwater runoff containing metals and polycyclic aromatic hydrocarbons would likely reach these sensitive areas. The biologist also criticized the Port of Seattle and its contractor, Parametrix, Inc., for failing to conduct fish species inventories and for providing little documentation to support their claim that no significant wetland impacts would occur.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
