Infographic by Mark Nowlin for The Seattle Times, sourced from the Centers for Disease Control and Prevention, illustrating how various ventilation methods (no ventilation, open window, portable HEPA air filter, HVAC system) reduce airborne particles that may contain coronavirus. Data shows particle reduction percentages at end of a 4-hour visit and 1 hour later for six ventilation scenarios.

Healthy schools; A school based air quality intervention

A 2021 Washington State legislative funding request of $912,810, sponsored by Representatives Tina Orwall and Jesse Johnson, seeks to deploy HEPA portable air cleaners in 20 schools across SeaTac, Des Moines, Federal Way, Normandy Park, and Burien to reduce students' exposure to outdoor air pollution from traffic and wildfire smoke. The University of Washington's Department of Environmental and Occupational Health Sciences would lead the project, measuring indoor air quality improvements and student performance outcomes. The initiative builds on an ongoing 2021 pilot study monitoring air quality in five schools within the Highline and Federal Way School Districts.

Airproofing: Piloting a Strategy for Improving Air Health in East Boston

This presentation outlines the 'Airproofing' pilot project aimed at improving air quality for residents of East Boston, a neighborhood heavily impacted by pollution from nearby Logan Airport. The project, a collaboration between Air Partners, Olin College of Engineering, Aerodyne Research, and community organizations, examines the problem of airport-related air pollution, explores protective solutions for homes and buildings, and describes testing methods and resource needs. While focused on East Boston, the initiative offers a potential model for addressing aviation-related air quality burdens in other airport-adjacent communities.

Funding of Phase I of a University of Washington study in partnership with the cities of Des Moines, Federal Way, Normandy Park, and SeaTac — School resilience to air pollution

In October 2020, the City of Burien considered joining Des Moines, Federal Way, Normandy Park, and SeaTac in funding a $62,500 University of Washington study examining how ultrafine particles from aircraft emissions penetrate school buildings near Sea-Tac Airport. The first phase of the study would assess the air filtration efficiency of five schools located north and south of the airport, while a proposed second phase ($250,000) would test interventions to improve indoor air quality and measure their impact on student health and academic performance. Each participating city was asked to contribute $12,500, with the City Manager recommending approval of an Interlocal Agreement to move the project forward.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
