State Budget (SENATE BILL 6168, Sec. 603) (42) $50,000 of the general fund—state appropriation for fiscal year 2021 is provided solely for the department of environmental and occupational health sciences to provide an air quality report. The report will study the relationship between indoor and outdoor ultrafine particle air quality at sites with vulnerable populations,

Federal Way Mayor and City Council Letter to UW Professors Larson and Seto Requesting Expansion of MOV-UP Ultrafine Particle Study Near Sea-Tac Airport

In May 2019, Federal Way Mayor Jim Ferrell and the unanimous City Council wrote to University of Washington researchers requesting an expansion of the MOV-UP study measuring ultrafine particle pollution around Seattle-Tacoma International Airport. The letter calls for three key additions: a baseline measurement site unaffected by air traffic, drone-based vertical air sampling before and after aircraft landings at parks, schools, and social justice impact areas, and the design of a permanent 24/7 ultrafine particle monitoring network. The city also offered to support a Port of Seattle grant application to fund the expanded research and pledged to encourage other affected communities to join the effort.

Ambient Ultrafine Particles Near Sea-Tac Airport: Presentation to the Federal Way Transportation & Planning Commission

Researchers from the University of Washington studied ultrafine particles (UFPs) — tiny airborne pollutants less than 100 nanometers in diameter — near Seattle-Tacoma International Airport. Their findings highlight that jet aircraft engines produce exceptionally small particles (under 30 nanometers), while diesel vehicles also contribute elevated UFP levels within about 200 meters of major roads. Although UFPs are currently unregulated, a growing body of scientific evidence suggests they pose significant health risks to nearby communities.

Ambient Ultrafine Particles Near Sea-Tac Airport: Presentation to the Federal Way Transportation & Planning Commission

Presentation by University of Washington researchers Timothy Larson, Edmund Seto, Elena Austin, Timothy Gould, and Michael Yost to the Federal Way Transportation & Planning Commission on April 1, 2019, covering ambient ultrafine particles (UFPs) near Sea-Tac Airport. Topics include UFP size classification (under 100 nanometers), health effects compared to PM2.5, diesel engine emissions elevating UFP

Highline Forum agenda: Ultra-Fine Particle Study Update, January 23, 2019

The Highline Forum held its January 23, 2019 meeting at Burien City Hall, focusing on an update of the University of Washington's Ultra-Fine Particle Study presented by researchers from the UW School of Public Health. The agenda also included a StART program update from the Port of Seattle's Noise Program Manager, selection of a 2019 Community Co-Chair, and a City of Burien host update. The forum scheduled six bimonthly meetings throughout 2019, rotating among cities near Seattle-Tacoma International Airport including Federal Way, SeaTac, Tukwila, and Des Moines.

Beacon Hill noise measurement project summer 2018

In summer 2018, Beacon Hill residents partnered with University of Washington researchers to measure noise levels at 52 locations across Seattle's Beacon Hill neighborhood over several months, collecting 136 separate 24-hour measurement periods. The study found that the neighborhood is heavily affected by aircraft noise from three nearby airports — Seattle-Tacoma International, King County International, and Renton Municipal — with Sea-Tac arrival flight paths directly overlying the area and King County International Airport runways located as close as a quarter mile away. The project represents the first quality-assured, community-led noise dataset of its kind for Beacon Hill, and was designed to inform future research into the health impacts of airport noise on residents.

Beacon Hill Seattle Community Noise Team presentation

The Beacon Hill Seattle Community Noise Team, a group of neighborhood residents working with the University of Washington, has been documenting the disproportionate impact of Sea-Tac Airport aircraft noise on their community. Building on decades of prior advocacy—including a landmark April 2000 report by Citizens for Aircraft Noise Equity—the team highlights that official noise impact assessments still rely on mathematical models rather than actual measured data. Beginning in October 2017, they launched a citizen science effort to conduct systematic, long-term noise measurements throughout the Beacon Hill neighborhood, with a focus on health effects and impacts on children's learning.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
