This document provides biographical summaries of the voting and non-voting members of Washington State's Airport Commission, a body tasked with evaluating commercial aviation capacity and siting in the region. Members include representatives from airlines, cargo carriers, port authorities, state transportation agencies, and community advocacy groups, bringing expertise in airport operations, planning, environmental policy, and economic development. Their work is directly relevant to decisions about Sea-Tac Airport's future capacity, limitations, and its role within the broader Washington State aviation system.

Commercial Aviation Coordinating Commission Report to Legislative Transportation Committees

A 2022 Washington State report recommends a three-part strategy to address the region's projected 27 million annual passenger shortfall by 2050: expanding capacity at existing airports like Paine Field and Sea-Tac, and developing a new greenfield airport in Pierce or Thurston County. Sea-Tac is expected to remain the region's primary hub, optimizing capacity for passengers and freight through the 2030s under its Sustainable Airport Master Plan. The report also highlights the need to address harmful emissions and noise as part of an 'Airport of the Future' approach.

    Economy, traffic fuel commercial-service talk

This article from the Snohomish County Business Journal discusses growing interest in establishing scheduled commercial air service at Paine Field in Everett, Washington, as an alternative to the congested Sea-Tac Airport. Supporters argue that commercial flights would boost the local economy and attract new businesses, while noting that modern, quieter aircraft have significantly reduced noise concerns. The county's 20-year airport master plan, approved in December, projected commuter service flights from Paine Field within five years.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
