Commercial Aviation Coordinating Commission Report to Legislative Transportation Committees

A 2022 Washington State report recommends a three-part strategy to address the region's projected 27 million annual passenger shortfall by 2050: expanding capacity at existing airports like Paine Field and Sea-Tac, and developing a new greenfield airport in Pierce or Thurston County. Sea-Tac is expected to remain the region's primary hub, optimizing capacity for passengers and freight through the 2030s under its Sustainable Airport Master Plan. The report also highlights the need to address harmful emissions and noise as part of an 'Airport of the Future' approach.

Notes

2022 third report to the Washington State Legislature from the Commercial Aviation Coordinating Commission (CACC), submitted per SSB 5370 (2019) as revised by SSB 5165 (2021), dated October 15, 2022. Report recommends adding capacity at Paine Field per its Airport Master Plan, assuming Sea-Tac (SEA) executes its Sustainable Airport Master Plan (SAMP), and continuing greenfield site development with a two-runway configuration. Three greenfield sites identified for further analysis: Pierce County East (south of Puyallup, 4.5 miles east of JBLM), Pierce County Central (2.25 miles south of JBLM, east of Roy and McKenna), and Thurston County Central (east of Olympia, overlapping JBLM). Washington Aviation System Plan (WASP) consultant identified a 2050 unmet passenger need of 27 Million Annual Passengers (MAP); greenfield site projected to support up to 20 MAP and handle estimated 800,000 metric tons of air cargo. Commission timeline extended to June 15, 2023 by 2022 legislative action. Published by Washington State Department of Transportation (WSDOT).
