Addendum to fact sheet: Port Of Seattle Sea-Tac International Airport NPDES Permit No. WA-002465-1

The Washington State Department of Ecology issued this draft addendum to address shortcomings in the NPDES wastewater discharge permit for Seattle-Tacoma International Airport, following a ruling by the Pollution Control Hearings Board. The document outlines required changes to how the Port of Seattle manages contaminated wastewater from aircraft deicing operations, including stricter pollution limits, improved treatment standards, and enhanced water quality monitoring of nearby waterways such as Miller Creek. The revisions focus on reducing harmful biochemical oxygen demand (BOD) discharges into Puget Sound and ensuring the Port implements all available pollution control measures as quickly as possible.

National Pollutant Discharge Elimination System waste discharge permit No. WA-002465-1

This is a National Pollutant Discharge Elimination System (NPDES) water discharge permit issued by the Washington State Department of Ecology to the Port of Seattle for Seattle-Tacoma International Airport, effective October 1, 2003 through September 4, 2008. The permit governs how the airport is authorized to discharge industrial wastewater and stormwater runoff into surrounding water bodies, including Puget Sound, Des Moines Creek, Miller Creek, and Walker Creek. It sets out special conditions covering discharge limitations, monitoring requirements, toxicity testing, and operations and maintenance standards to protect water quality in the region.

National Pollutant Discharge Elimination System waste discharge permit No. WA-002465-1

This is a National Pollutant Discharge Elimination System (NPDES) waste discharge permit issued by the Washington State Department of Ecology to the Port of Seattle for SeaTac International Airport, originally effective October 1, 2003. The permit regulates the discharge of industrial wastewater and stormwater into receiving waters including Puget Sound, Des Moines Creek, Miller Creek, Walker Creek, and other local waterways. It sets effluent limits, monitoring requirements, and operational standards for the airport's Industrial Wastewater System to protect water quality in the surrounding region.

Notice of appeal and request for stay pending appeal

The Port of Seattle filed a Notice of Appeal against the Washington State Department of Ecology challenging the terms of a 2003 water discharge permit issued for Seattle-Tacoma International Airport (Sea-Tac). The permit, which governs industrial wastewater and stormwater runoff from airport operations and construction activities, was contested by the Port as imposing undue burdens without corresponding environmental benefits. Over the following six years, the Port faced more than $150 million in projected costs to implement water quality and stormwater control measures under the permit's requirements.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
