This document is a responsiveness summary prepared by the Washington State Department of Ecology addressing public comments on the proposed NPDES Permit No. WA-002465-1 issued to the Port of Seattle for discharge of treated industrial wastewater, stormwater runoff, and construction runoffs from Seattle-Tacoma International Airport. A public meeting and hearing were held on March 31, 2003, at the Criminal Justice Training Center in Burien, WA, with a written comment period closing April 21, 2003. The summary responds to comments from the Port of Seattle, RCAA, Smith & Lowney, state legislators, and numerous individual commenters.
