NERA Market Conditions Report: City of Burien NE Redevelopment Area

This July 2008 market conditions report, prepared by Heartland for the City of Burien, analyzes redevelopment potential for the Northeast Redevelopment Area (NERA), a collection of underutilized properties adjacent to Seattle-Tacoma International Airport. The report examines four land use categories—industrial, office, retail, and residential—to inform alternative redevelopment strategies developed in partnership with the City of Burien and the Port of Seattle. Key findings highlight strong demand for airport-adjacent industrial space, limited office development in Burien, and the need to understand residential market conditions in order to encourage non-residential uses in the area.

EXH 448: Email Thread — 3rd Runway Fill Arsenic Lead Levels TSP Project Concern (Jan 10, 2002)

A January 2002 internal email from Washington State Department of Ecology staff raises concerns about elevated levels of metals, particularly lead and arsenic, in fill material being used for the 3rd Runway construction at Sea-Tac Airport. The issue was flagged by the City of Burien as a community sensitivity, with worries that it could become a broader concern for neighboring communities including SeaTac, Normandy Park, and Tukwila. The email seeks clarification on the rationale behind allowable arsenic and lead levels in the runway fill, drawing a comparison to stricter restrictions previously placed on arsenic exports from the Maury Island gravel pit.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
