This 2002 legal document is a supplemental response filed by the Airport Communities Coalition (ACC) in a Pollution Control Hearings Board case against the Washington State Department of Ecology and the Port of Seattle, related to the expansion of Seattle-Tacoma International Airport. It lists technical documents and expert references relied upon by ACC's witnesses, covering topics such as hydraulics, biology, and geotechnical engineering related to the proposed third runway project. The filing also summarizes the prior trial testimony experience of expert witnesses retained by the ACC.

EXH 411: NHC Letter to US Army Corps Engineers Low Streamflow Analysis Miller Creek Walker Creek Des Moines Creek

A January 2002 letter from Northwest Hydraulic Consultants to the U.S. Army Corps of Engineers challenges the Port of Seattle's December 2001 Low Streamflow Analysis related to Sea-Tac Airport's third runway development. The letter identifies critical flaws in hydrologic modeling of Miller, Walker, and Des Moines Creeks, including double-counting of groundwater discharges, flawed seepage modeling methodology, and failure to account for construction impacts on stream low flows. The consultants argue these errors cause the Port to substantially underestimate the project's negative impacts on local stream flows.

EXH 248: NHC Letter to USACE — ACC Technical Review Low Streamflow Analysis, Miller, Walker & Des Moines Creeks

A January 2002 technical letter from Northwest Hydraulic Consultants challenges the Port of Seattle's December 2001 Low Streamflow Analysis for SeaTac Airport, identifying serious modeling errors that led to underestimated impacts on Miller, Walker, and Des Moines Creeks. Key flaws include double-counting of groundwater discharges in the Miller Creek model, inconsistent methodology for assessing embankment seepage, and failure to account for updated construction methods. The letter was submitted to the U.S. Army Corps of Engineers on behalf of the Airport Communities Coalition.

EXH AR026431: Absorbent Boom in Stream Below SDS1 Outfall — Turbid Effluent Photos, Jan 28, 2002

Two photographs taken by P. Willing on January 28, 2002, document an absorbent boom placed in a stream below the SDS1 outfall, a pollution-control measure used to contain contaminants. The second photo highlights turbid (murky) effluent visible in the stream, indicating water quality concerns at the site. These images appear to be part of an environmental monitoring or spill-response record associated with drainage infrastructure near Sea-Tac Airport.

EXH AR026300: Exposed Fill Embankment S 160th St Slope Failure — Layering and Lack of Homogeneity, 28 Jan 2002

This exhibit, part of K.M. Leytham's pre-filed testimony (PCHB No. 01-160), shows a photograph taken on January 28, 2002, of an exposed fill embankment face near South 160th Street where a slope failure occurred. The image, approximately 4 feet high by 3 feet wide, reveals distinct layering and a lack of uniformity in the fill material. This evidence was submitted in connection with proceedings related to Sea-Tac Airport development and its surrounding infrastructure impacts.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
