Exhibit 292 (AR 019752–019754). Memo dated 1/22/02 from Beth Clark to Paul Agid, Port Of Seattle, regarding Black River Quarry rock aggregate used as fill for the Third Runway embankment. Attaches April 30, 2001 Black River Quarry Memorandum (First Quarter Fill Submittal 2001) submitted to the Department of Ecology. Covers TPH (diesel and oil range petroleum hydrocarbons) and total metals (including copper) testing by AMEC on aggregate supplied by City Transfer, Inc. (CTI) from Stoneway Rock & Recycling, August–October 2000. Initial June 9, 2000 sample from existing stockpile showed TPH diesel at 200 ppm and heavy oil at 310 ppm, attributed to asphaltic material from recycling operations mixed with stockpiled soil; this material was not accepted as Third Runway fill. Subsequent testing of newly blasted rock (6/22/00, 7/6/00, 9/25/00–10/11/00) showed TPH up to 270 ppm. MTCA Method A standards (WAC 173-340-747), copper background levels for Puget Sound, and MTCA Method B groundwater protection standards are discussed. Stoneway modified operations: thorough cleaning of crushing equipment and discard of first 100 tons after asphalt recycling. Port halted imports mid-October 2000.
