    South King County Fund update

In November 2018, the Port of Seattle Commission set aside $10 million over five years (2019–2023) to benefit near-airport communities in South King County, with funds intended to address airport noise and support environmental health and sustainability projects. In June 2019, the Commission adopted eight guiding principles to govern the fund, emphasizing community input, equity, innovation, and matching funds where possible. This May 2020 presentation to the Highline Forum provided an update on the fund's progress and priorities.

Motion 2020-10: Port Of Seattle Commission Motion Adding Economic Development to South King County Fund Permissible Uses

In April 2020, the Port of Seattle Commission voted to expand the allowable uses of the South King County Fund — originally created to address Sea-Tac Airport noise and environmental concerns — to include economic development activities in response to the COVID-19 pandemic. The fund, capped at $10 million, can now support efforts such as workforce training, small business assistance, and job retention for communities near the airport. The original environmental and noise-mitigation projects previously funded remain eligible, and equity principles continue to guide how the money is distributed.

The motion also authorized negotiating an agreement to advance the Miller Creek Culvert Replacement, Fish Passage and Stream Restoration Project near Des Moines Memorial Drive to improve water quality and fish habitat near Seattle-Tacoma International Airport. • Seatac Blog: Port tells Council it will invest $10 million for airport noise and health projects

“This is not a … mitigation fund, this is not a third runway fund, this is a broadly recognized ‘We’re neighbors fund’ not to be confused with any sort of specific mitigation…” Commissioner Felleman is correct. It’s none of those things. It’s a payoff and a shiny penny trick. It’s another attempt by the Port

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
