StART SIRRPP Update — Slide 8: Sound Insulation Package Survey Results by Manufacturer and Year (February 26, 2025)

Slide 8 from a Port of Seattle / ESA 2024 report presents two tables summarizing 1,067 survey responses about sound insulation packages installed at Sea-Tac Airport. The left table compares response distribution by manufacturer (e.g., Alpine STC44 leading at 21.1%), while the right table breaks down installations by year, with Pre-1993 representing the largest share at 21.4% of survey responses, out of a total program baseline of 3,200 packages.

StART SIRRPP Update — Sound Mitigation Contractor Map by Property (September 2022) — Slide 7

Slide 7 from a Sea-Tac Airport presentation titled 'Survey Overview and Results (cont.)' showing a geographic map of properties around Seattle-Tacoma International Airport color-coded by sound mitigation contractor (Other, Milgard, Alpine, CDI/Peerless/Devac). The map is dated September 2022 and includes a note directing homeowners to contact the Noise Programs office at 206-787-5393 to determine eligibility for sound mitigation programs.

StART SIRRPP Update — Survey Overview and Results (February 26, 2025) — Slide 6

A presentation slide titled 'Survey Overview and Results (cont.)' reporting 1,067 survey responses (over 33% response rate), with operational concerns ranging from 60–75% and glass-related concerns from 50–72% depending on product. The slide concludes that overall age and design of the finished product—not the specific year or product installed—are the key factors driving residential concerns.

StART SIRRPP Update — Assessment Key Findings — Slide 16 (February 26, 2025)

Presentation slide titled 'Assessment Key Findings' summarizing results of a sound insulation assessment: 99% of products installed prior to 2014 are past their expected useful life, lack of replacement parts limits resident maintenance, and all tested homes (including five Pre-1993) measured under 45dB DNL interior, with sound insulation packages deemed acoustically effective despite operational and appearance concerns.

StART SIRRPP Update: Interior DNL Eligibility Threshold and Acoustic Testing Results — Slide 14 (February 26, 2025)

Slide 14 of a presentation on acoustic testing for a Sea-Tac Airport noise insulation program, explaining that interior DNL (calculated as Exterior DNL minus Noise Level Reduction) is the eligibility metric, with a threshold of 45dB DNL. All 30 homes tested fell below the FAA's 45dB DNL interior noise threshold, including five Pre-1993 homes evaluated under the FAA re-insulation program.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
