    RE: Regional Transportation Plan Comments on the Regional Transportation Plan Puget Sound Regional Council, The City of Des Moines appreciates the important work of the Puget Sound Regional Council and the opportunity to comment on the Draft of the Regional Transportation Plan - 2018. The draft plan acknowledges the importance of a sustainable regional transportation network moving people and goods in ways that support a healthy environment and a strong economy. The plan also recognizes the opportunity to address past harms to the environment and improve air and water quality. The City of Des Moines is committed to multi-modal options. The City of Des Moines comments relate primarily to the section of the plan devoted to the regional aviation system and planning for future airport system needs (pg.53-54). Washington is the most trade dependent state in the nation and Washington airports undeniably have a significant impact on the State’s economy. [1] The plan is deficient in the discussion of this critical element of the state’s transportation system, devoting a brief half page to this topic. The primary concern of the City of Des Moines has to do with the asymmetrical relationship between the public benefit of economic activity coming from airport operations (specifically SeaTac International Airport) and the disproportionate negative impacts experienced by our city in proximity to this major airport.     A RESOLUTION of the Port Commission of the Port of Seattle, King County, Washington, adopting a Master Plan Update for Seattle-Tacoma International Airport, approving development of a new dependent air carrier runway, authorizing certain actions relating to the new runway and other improvements in the Master Plan Update, and committing to fulfill additional noise reduction measures in accordance with Puget Sound Regional Council Resolution A-96-02. WEBEREAS, the number of passengers served by Seattle-Tacoma International Airport (STIA) increased from approximately 4.7 million in 1970 to approximately 2 2 . 8 million in 1995, an increase of 385%, and the Master Plan Update forecast prepared in 1994 projects that the number of passengers will continue to increase significantly in the future; and VHEREAS, the number of airctaft operations and the amount of cargo tonnage at STIA increased from 150,676 operations in 1970 to 386,500 operations in 1995 and from 130,171 metric tons of cargo in 1970 to 408,200 metric tons in 1995, and the Master Plan Update Forecast prepared in 1994 projects that the number of aircraft operations and the amount of cargo tonnage will increase significantly in the future; and WHEREAS* in the mid-1980rs, the Port completed the Airport Comprehensive Planning Review 6 Airspace Update Study which concluded that the existing runway system at STIA would not be capable of serving efficiently the increasing demand past the year 0 0 , and the Federal Aviation Administration (FAA) initiated an Airport Capacity Enhancement StUdy which concluded that. there was extensive d'.lay primarily…

Port of Seattle Fly Quiet Committee completes its recommendations and Port of Seattle begins implementing the Fly Quiet Program. State Legislature adopts ESSB-5121 directing the WSDOT Aviation Division to undertake a three-phase long-term statewide air transportation capacity study, to begin in 2005 and be completed in 2009. State Legislature approves partial funding for the long-term air transportation capacity study, and FAA approves funding for the remaining portion of Phases II and I. Southwest Airlines submits proposal to King County International Airport for construction of an 8-gate passenger terminal. The airline proposed to move its entire Sea-Tac Airport passenger operation to Boeing Field. Alaska Airlines submits a competing proposal to construct new passenger terminal facilities at Boeing Field. King County denies both requests, stating Boeing Field does not have enough space to accommodate both proposals, and a decision could not be made to approve one over the other. Both airlines accept the decision. 2004 New Concourse A and South Arrivals Hall open at Sea-Tac Airport.
