Letter to Commission: Port Package Updates 3 Easy Steps

An open letter to the Port of Seattle Commission It’s been almost three and a half years since the Accelerated Sound Insulation program was passed by the Port Commission in 2020. The primary goal was to get all units not started from 1996, which are now inhabited by mostly BIPOC families, (finally) completed by 2026.

Port Package Update Letter – Spring 2023

Greetings, As always, this is behind schedule. However, in addition to the the usual procrastination, things change all the time. Sorry, but for newcomers we always start with some background. If you’ve heard all this, just skip down… Your original Port Package was almost certainly financed through FAA funding called the Airport Improvement Program (AIP).

Port Package updates are essential to the American Dream

A letter to the Commissioners of the Port of Seattle: explaining the history of Port Packages and their place in environmental justice. The American Dream is a safe, healthy home, at an affordable price, where you can raise your children, in one of the most beautiful areas in the world. But with so many Port Package failures and fewer and fewer new homes being eligible for sound insulation, that dream is becoming harder to achieve under the flight path.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
