    Noise Modeling Protocol: AEDT Version 3e to 3f Update Memorandum — SEA SAMP Environmental Review

    This technical memorandum from Landrum & Brown (February 2024) explains that noise modeling for the Seattle-Tacoma Airport (SEA) Sustainable Airport Master Plan (SAMP) Environmental Review was updated from AEDT Version 3e to the newer AEDT Version 3f, released December 13, 2023. The upgrade allowed modelers to use actual aircraft data for the Boeing 737-7 and Cessna 408 SkyCourier rather than substitute aircraft, improving modeling accuracy. The document details the specific airframe, engine, and Aircraft Noise and Performance (ANP) data changes made between the two software versions.

    Seattle-Tacoma International Airport SAMP Near Term Projects: Wetlands and Streams Report — Appendix A Background Information

    This February 2024 technical report from the Port of Seattle documents the wetlands and streams located at and around Seattle-Tacoma International Airport as part of the Sustainable Airport Master Plan (SAMP). It includes mapped locations of wetlands surveyed across multiple years (2006, 2014, and 2017) along with stream corridors such as Miller Creek, Des Moines Creek, and Walker Creek. Field hydrology monitoring data from 2020 is also provided, recording groundwater depth and soil saturation measurements to assess wetland conditions across the airport property.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
