EXH AR025095: Application Site Certification — Wallula Power Project Vol. 1

This document is an Application for Site Certification for the Wallula Power Project in Washington State, submitted by Wallula Generation LLC to the State of Washington Energy Facility Site Evaluation Council. The application details water management plans for the proposed power plant, including how stormwater runoff from the 66-acre site will be captured, routed through oil/water separators, and reused in the plant's cooling tower basin. The applicant argues that this stormwater reuse strategy will reduce groundwater withdrawals from the local gravel aquifer with no net regional impact on water resources.

EXH 389: Declaration Amanda Azous Supporting ACC Reply Motion for Stay

A wetlands scientist named Amanda Azous filed a legal declaration opposing the Port of Seattle's airport expansion project, arguing that filling approximately 2.8 acres of wetlands near Miller Creek would cause serious and irreversible environmental harm. She contends that the Port's mitigation plan—relying on stormwater management, embankment walls, and upland planting—cannot adequately replace the lost wetland functions, particularly the critical water and nutrient flows these wetlands provide to the broader Miller Creek watershed. The declaration was submitted in support of the Airport Communities Coalition's motion to halt the project before the Washington Pollution Control Hearings Board in 2001.

Issues

Sea-Tac Airport is currently undergoing the largest and longest expansion in its history, collectively known as the Sustainable Airport Master Plan (SAMP). Some of it you can already hear, but you’re probably not aware of what it all means. Here’s what you need to know.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
