    Agreement Between the Cities of Burien, Des Moines, Normandy Park, Federal Way, Tukwila, and Sea-Tac to Provide Local Matching Funds for the Sea-Tac Airport Impact Study

    Six cities near Seattle — Burien, Des Moines, Normandy Park, Federal Way, Tukwila, and SeaTac — entered into an interlocal agreement to jointly provide $300,000 in local matching funds required by the Washington State Legislature to commission a study of the current and ongoing impacts of Seattle-Tacoma International Airport. SeaTac serves as the lead fiscal agent, collecting each city's proportional share (Burien's portion is $37,238.24) and transferring the pooled funds to the Washington State Department of Commerce, which will hire a consultant to conduct the study. The agreement outlines each party's financial obligations, administrative responsibilities, and dispute resolution procedures to ensure the study moves forward in a timely manner.

    2017 Airport Economic Impacts Study briefing

    A January 2018 Port of Seattle memo prepared for the Commission outlines a briefing on the 2017 Airport Economic Impacts Study, which measures Seattle-Tacoma International Airport's effects on jobs, wages, business revenues, and tax receipts. The study, conducted by Community Attributes Inc., follows a series of similar assessments the Port has conducted roughly every five years since 1987. Results were shared with key stakeholders at a State of the Port Breakfast on January 18, 2018, ahead of a formal Commission presentation on January 30, 2018.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
