    Sea-Tac Communities Plan Program Area: Community Planning-program choices

    This report was funded in part by grant number DOT- FA 73NW-0111 from the Planning Grant Program as authorized by the Airport and Airways Development Act of 1970 • INTRODUCTION Program choices are planning ideas which have ·been examined in a preliminary manner to determine the extent in which they can be applied to the Sea-Tac and/or Communities situation. Some tdeas have been eliminated through the initial examina- tion; others have undergone revision in wording or were combined with other ideas to form choices. A notation to this effect precedes the idea statement if this occurred. The last section of this report lists ideas which are still under consideration and those which have been eliminated. The master file for the appropriate program area should be referenced for the disposition of ideas. PHASE II PROCESS The Phase n Process- Formulating and Evaluating of Alterna- tives - allows for the consideration of new ideas throughout the process of developing the plan; in fact, the process recognizes that by considering various alternatives and their combinations, new and better ideas are likely to arise. The Phase II Process should be referenced for further information pertaining to the development of planning alternatives using these and other program area choices.     Sen. Magnuson – Letter re Airport and Airway Development Extension Act (HR 7720), January 23, 1976

    Thank you for your recent letter to inquire about the availability of Congressional documents. It is my pleasure to enclose copies of H. R. 4312 and H.R. 7720, the "Airport and Airway Development Ex- tension Acts of 1975," in which you expressed interest . As you will note, these two measures were introduced by The Honorable Dale Milford in the House of Repre- sentatives during the 1st Session of the 94th Congress. Upon introduction, H.R. 4312 and H.R. 7720 were referred to the House Committee on Public Works and Transportation, and both bills are currently pending before the Subcom- mittee on Aviation. Subcommittee hearings began on H.R. 4312 on April 14, 1975, and are still underway. No action has been taken regarding H.R. 7720.     The Effect of Elevated Train Noise On Reading Ability

    ARLINE L. BRONZAFT is an Associate Professor of Psychology at Herbert H. Lehman College of the City University of New York. Professor Bronzaft is a member of the Governor’s Energy Task Force of New York and the Chairman of the Mayor’s Subway Service Watchdog Commission of New York City. Her major interest is the harmful effects of subway noise and subway travel on mental health. DENNIS P. McCARTHY is a member of the Environmental Psychology Program at the Graduate Center of the City University of New York. His par- ticular interests are environmental stressors in urban living, and he is presently investigating the effects of high-rise dwelling on low-income families. Early laboratory work (Kryter, 1950, 1970; Broadbent, 1957) had found no compelling support for direct effects of noise on mental and psychomotor performance, and it was concluded that people seem to adapt to noise (Kryter, 1970). However, G lass and Singer (1972a), through an extensive survey of previous noise research and their own studies on noise adapta- tion, found that, following exposure to unpredictable and uncontrollable high-intensity noise, the often reported after- effects were: degradation in quality of task performance, lowered frustration tolerance, and impaired ability to resolve cogn itive conflict. Most recently, in a study on the effect of noise in a natural environment, Cohen et al.     Port of Seattle – Noise Remedies (PARKS/850/14/10)

    In keeping with the goal of achieving a compatible relationship between the airport and the surroundIng comunity, the noise exposur:e study has conducted a thorough measurement and analysis of Sea-Tac 's probleras . Details of this study are described under ENVIRONMENT. Objectives have been to (1) minimize noise at the source directly through local programs where possible, (2) to accurately identify and use source reduction pro- grams that are occurring nationwide, and (3) to apply a complete set of community-based remedies directly in the neighborhoods affected signif i-. cantly by noise exposure, Such programs are designed to deal with the residual problem not resolvable at the source, e As indicated in the noise exposure studies, time is an important factor. Noise exposure is presently at a peak level and will be decreasing through source changes (engine retro-fitting, increasing use of new air- craft , modified operating procedures, etc, ) . Thus , programs must be applied that deal with anticipated long-term duration of exposure. In addition, as the exposure studies indicate, reaction to noise is a highly subjective matter . Annoyance is a complex nix of factors attributable both to the noise Itself as a prhnary component and to ttsecondary com.- ponents'1 that are also present.     Potential Aircraft Noise Impact Programs for the Vicinity of Sea-Tac International Airports

    Sixteen different programs have been identified that could improve the aircraft noise environment in the vicinity of Sea-Tac International Airport. These programs range from outright public acquisition and removal of all structures in certain areas to modification of zoning and other develop- ment control regulations as enforced by either King County or municipalities located near the Airport. All of the various improvement programs are generally described in the following section, together with a "pro and con" discussion in each instance.
