Letter dated October 24, 2001 from Keith R. Smith, Water Resources Manager, Port Of Seattle, to Ms. Ann Kenny, Department of Ecology Northwest Regional Office, regarding Water Quality Certification #1996-4-02325 (Amended-1) for the Seattle-Tacoma International Airport Master Plan Update. Discloses a modeling error in the HSPF/Hydrus/Slice models where a daily-to-hourly unit conversion was applied twice when transferring data between the Slice and HSPF models, causing modeled embankment flow to be 1/24 of the correct value and overestimating summer low flow impacts to Miller Creek and Walker Creek. Requests extension of the Section I.1 submittal deadline from November 5, 2001 to November 21, 2001 pursuant to Section C.4 of the Water Quality Certification. AR026132–AR026133.
