Attachment 4f: Scoping Comments Received — Actual Comments with Assigned Topic Code

This document contains scoping comments submitted to the Port of Seattle regarding the Sustainable Airport Master Plan (SAMP) environmental review process, compiled by the Quiet Skies Coalition. Community members raised concerns about the lack of long-term human health and environmental impact studies related to aircraft noise and emissions, questioning why the Port had not studied the effects of a four-year increase of 97,000 additional annual flights. The comments request comprehensive assessments covering neighborhoods such as Des Moines, Burien, Tukwila, and Normandy Park, and call for the Port to include worldwide scientific studies on the health effects of aircraft noise and pollution in its environmental review.

Comments submitted by the Quiet Skies Coalition include sample questions and scope requests addressing: human health and environmental impacts of 97,000 new annual flights (topic S11-1); absence of a long-term vision environmental study with capacity anticipated to begin in 2027 (S11-2); lack of complete human health and environmental study covering Des Moines, Federal Way, Burien, Tukwila, Normandy Park, and SeaTac (S11-1/S11-2); and a request to review worldwide studies on aircraft noise and pollution impacts on human health (S5-1). Scope requests include analysis of ultrafine particulates, emissions, overflight operations, near-term and long-term projects, and post-SAMP Century Agenda growth per Sea-Tac Airport Master Plan scoping process.
