Washington Aviation System Plan: Chapter 10 — Public Process

During Phase III of Washington's Long-Term Air Transportation Study (2008–2009), the public was invited to weigh in on statewide aviation policies through regional meetings, electronic town halls, and an online survey. Community members raised concerns about noise, air pollution, and health impacts on neighborhoods near airports, and called for greater consideration of environmental and community needs alongside aviation capacity planning. Public feedback strongly supported investing in advanced aviation technology, while opposing demand management techniques and redistributing air traffic to nearby airports.

Notes

Chapter 10 of the Washington Aviation System Plan (WASP), dated July 1, 2009, documenting the public outreach process for Phase III of the Long-Term Air Transportation Study (LATS). Covers Regional Public Meetings held July 2008 (Mukilteo/Paine Field and Wenatchee) and March 2009 (Olympia and Spokane), Electronic Town Halls (August 2008, November 2009), and an Online Survey (March 2009). Key findings address statewide aviation policies across seven issue areas — capacity, land use, environment, stewardship, economic vitality, safety, and mobility — and 26 draft alternative strategies. Public comment periods, WSDOT Aviation News Service list serve (4,000 members), and the LATS project website (www.wsdot.wa.gov/Aviation/lats) are described. Consensus findings include strong support for advanced aviation technology investment and strong opposition to demand management techniques and demand redistribution to nearby airports.
