Joint comment letter filed August 20, 2026 by the Cities of SeaTac, Burien, and Des Moines to Port Of Seattle Senior Environmental Program Manager Steve Rybolt on the Draft SEPA Environmental Impact Statement (DEIS) for the Sustainable Airport Master Plan Near-Term Projects (SAMP NTPs) at Seattle-Tacoma International Airport (SEA). The letter documents cross-cutting deficiencies in the DEIS across land use, noise, transportation, hazardous materials, water and biological resources, air quality, and socioeconomic conditions. Cites SEPA (RCW 43.21C), WAC 197-11, and Washington case law including Klickitat Cnty. Citizens Against Imported Waste v. Klickitat Cnty., 122 Wn.2d 619 (1993) and Residents Opposed to Kittitas Turbines v. State Energy Facility Site Evaluation Council, 165 Wn.2d 275 (2008). Notes 6,216 housing units and 14,061 people within the 65+ DNL noise contour, nine schools, 19 places of worship, Washington Department of Health Environmental Health Disparities (EHD) Index scores of 9–10, and low Port Equity Index scores. Asserts the 60-day comment period was insufficient and the July 17, 2026 30-day extension was announced too late to be meaningful. Requests corrections in the Final EIS (FEIS) including enforceable mitigation commitments and full public review of underlying technical data.
