Planning For The Airport And Its Environs: ‘The Sea-Tac Success Story’ 09/1977

In the absence of such guidance, what may be termed a "let them sue" approach was essentially followed by the Port during the period from 1957 to 1972.

Program Area Boundaries/Noise Remedy Update Summary And Staff Recommendations

The purpose of this report is to summarize the steps that have been taken in updating the program area boundaries for the Noise Remedy Program. This report also specifies the staff boundary recommendation which has been developed in light of all advise and information available. Noise Remedy Update The Sea-Tac Communities Plan was adopted in 1975/76 by the Port of Seattle and King County. This plan recommended program area boundaries based on the techni- cal noise information available at that time. Since that time new noise impact technology has been developed and the noise environment around Sea-Tac has changed • Due to these changes, the current update of the Noise Remedy Plan entails a review and adjustment of the boundaries for the three program areas: 1. Acquisition 2. Neighborhood reinforcement (purchase assurance) 3. Cost-sharing insulation The review and adjustment of boundaries has generally taken place in three unscheduled phases. First, the consultant (Peat Marwick & Mitchell/PMM) hired to assist Port staff with the update made an initial boundary recommendation based on noise criteria and a set application of that criteria. Subsequently, a group of citizens (a subcommittee to the Technical Working Committee) reviewed the boundaries suggested by PMM and recommended several changes based on cri- teria other than strictly noise criteria. The third phase of review is that of the staff working with the consultant and FAA staff. Taking the PMM & sub- committee's advise, the staff in turn prepared a boundary recommendation that is primarily based on noise and…

Port of Seattle Open House Letter – Noise Remedy Programs

Thank you for attending this open house sponsored by the Port of Seattle, operator of Jackson International Airport. The open house has been planned to give you an opportunity to preview the preliminary boundaries for three proposed noise remedy programs currently being considered by the Airport Noise Remedy Update Study staff. These programs are land acquisition, purchase assurance and sound insulation. The preliminary boundaries on display have been recommended by the Port's consultants, Peat Marwick, and are subject to revision due to Port Commission action or public and agency comments. Written materials by Peat Marwick on the proposed programs and boundaries are attached for your information. If you would like to comment on the proposed boundaries or the criteria used in determining them, please write or call the Update staff by January 31, 1984 at the following address and phone number: · ... · .. ... McClure Community Attitude Survey (Noise Remedies for the Airport Community) 1983-10

    D. Awareness of Airport Noise Remedy Update Program 45 APPENDIX I. I. • INTRODUCTION A. Purpose of Study The Port of Seattle is currently in the process of updating the 1976 Noise Remedy Plan for the Airport Community. Final recommendations concerning appropriate noise remedies that can be applied within the community will take into consideration at least three parameters: o cost feasibility and effectiveness of program options o implementation feasibility o the community's views and concerns The third parameter -- the community's perspective-- has been actively explored through the Community Involvement Program component of the Update process, including a series of Port- sponsored neighborhood workshops, regular meetings of a Technical Advisory Working Committee, and a series of surveys in the community. This report covers the findings of the community surveys, which will be used as a guideline to determine: o suitability and acceptability of various noise remedy programs in the community (in particular: purchase guarantee, cost sharing of noise insulation, direct purchase of homeowners' avigation easements) o likely participrtion rates for each program option, in order to project the financial feasibility of various combinations of programs. o probable rate of participation in a purchase guarantee program in terms of time to help establish an overall program schedule o level of the Port's financial participation in program options. The issues relevant to providing this input to the Port's planning were divided into two general categories and covered in two separate random sample surveys: o Overall noise management issues, such as residential…

Noise Improvement Programs Sea-Tac Communities Plan August 1974

Thirteen different programs have been identified that could improve the aircraft noise environment in the vicinity of Sea-Tac International Airport. These programs range from outr~ght public acquisition and removal of all structures in certain areas to modification of zoning and other development control r~gulations as enforced by either King County or · municipalities located near the Airport • . ' All of the various improvement programs are generally de- ~cribed in the following section, together with a "pro and con" discussion in each instance. This review and analysis is intended to serve as a basic resource to individuals and . groups who participate or are interested in the determination of how best to improve the aircraft noise environment asso- '· ciated with the Sea-Tac facility • • .
