    Highway Air Toxics Impacts in the Chinatown-International District of Seattle

    This document describes a 2015–2018 air quality research project by the Puget Sound Clean Air Agency focused on measuring highway-related air toxics near Interstate 5 in Seattle's Chinatown-International District and Yesler Terrace neighborhoods. The study aimed to assess cancer risks from pollutants such as benzene, formaldehyde, and diesel particulate matter in communities identified as among the most environmentally and economically vulnerable in Washington State. While not directly related to Sea-Tac Airport noise policy, the project represents regional efforts to address transportation-related environmental health impacts on minority and low-income communities in the greater Puget Sound area.

    This March 2000 report, prepared by Washington State health and environmental agencies, addresses community health concerns about air quality around Seattle-Tacoma (Sea-Tac) Airport by examining whether jet engine exhaust emissions can be monitored or modeled using wind and takeoff data. It outlines recommendations for conducting a comprehensive air quality study, including monitoring methods, data analysis approaches, and estimated costs, while also considering health impacts and environmental justice issues for nearby residents. The report was developed in consultation with public health officials, community representatives, the EPA, and local universities.

    Executive Order #12898 Federal Actions To Address Environmental Justice in Minority Populations and Low-Income Populations

    Executive Order 12898, signed by President Clinton in February 1994, directs all federal agencies to identify and address disproportionately high and adverse environmental and health impacts on minority and low-income populations. It establishes an Interagency Working Group on Environmental Justice, led by the EPA, to coordinate agency strategies, data collection, and research. Each federal agency was required to develop and finalize an environmental justice strategy within 12 months, ensuring that federal programs do not discriminate based on race, color, or national origin.

As the source for federal transportation grants, the Puget Sound Regional Council was charged with developing a system to meet the growing need for commercial aviation. When the search for a second airport failed, they authorized the Port of Seattle to build the Third Runway, with a mandate to develop a noise abatement and mitigation program. In their effort to stop the Third Runway, the ACC argued over every detail of the Port's efforts--including property buyouts and sound insulation. The dispute was meant to be settled by a three member Expert Arbitration Panel. This is their final report. It finds 2-1, that the Port's program was insufficient in several respects. Despite that, funding for the Third Runway was approved by the PSRC, and the 'Port Package' program, proceeded largely unchanged. Expert Arbitration Panel's final decision finding that the Port of Seattle had not shown sufficient reduction in real on-the-ground noise impacts to satisfy noise reduction conditions required for approval of a third runway at Sea-Tac International Airport. The majority decision concluded the Port's noise abatement programs were insufficient despite being impressive in scope.
