Washington State's Department of Ecology has identified 16 overburdened communities across the state that are highly impacted by criteria air pollution, collectively representing over 1.2 million residents. Using air quality data and environmental justice tools, the agency is working under the Climate Commitment Act to reduce six key pollutants — including particle pollution, ozone, and nitrogen dioxide — in areas ranging from South Seattle and South King County to rural communities like Mattawa and the Lower Yakima Valley. Next steps include expanding air monitoring, engaging affected communities, and working with Tribal governments to address pollution impacts over multiple years.

Washington House Bill 1505 (2023) aims to promote the production and use of sustainable aviation fuels (SAF) by establishing tax incentives, clean fuel credits, and research initiatives to grow the alternative jet fuel industry in the state. The bill defines 'alternative jet fuel' as lower-carbon fuels that can be blended with conventional jet fuel without modifying aircraft engines or existing infrastructure. Beyond reducing greenhouse gas emissions, the legislation highlights improved air quality benefits for airport workers and communities surrounding airports like Sea-Tac.

At a October 25, 2022 special meeting, the Port of Seattle Commission reviewed its draft 2023 state legislative agenda, which included support for the Quiet Sound program aimed at reducing vessel noise and its impacts on the region. The agenda also outlined priorities around workforce development, progressive climate action including decarbonization of aviation and maritime sectors, and equity-focused contracting and grantmaking initiatives. The Commission planned to formally adopt the agenda on November 8, 2022.
