Notes
Letter dated September 15, 2000 (corrected version) from Pam Bissonnette, King County Department of Natural Resources, to Tom Luster, Washington State Department of Ecology Shoreline and Environmental Assistance Program, reviewing the Port of Seattle’s Comprehensive Stormwater Management Plan (SMP) for Master Plan Update Improvements at SeaTac International Airport. The letter evaluates compliance with the 1998 King County Surface Water Design Manual, addressing water quality treatment, flow control, erosion and sediment control, and Best Management Practices (BMPs). Reviewers found no fatal flaws but identified inconsistencies between the SMP’s analytical appendices and proposed mitigation measures, generally erring toward under-mitigation. Recommends Ecology and Port of Seattle establish a joint compliance team. AR 026129–AR 026131. Filed in PCHB third-runway-eis administrative record.
