Internal deliberative email from Kevin Fitzpatrick to Ann Kenny (cc: John Drabek), dated July 30, 2001, transmitting Chung Yee’s draft language on acceptable fill criteria and a new section on Prohibited Fill Material for the Draft 401 Certification related to the Port Of Seattle Third Runway embankment and associated Master Plan Improvements construction projects. The attached draft (sections E6, E7, E7a, E7b, E7c) establishes borrow site clean fill certification requirements for Washington Department of Ecology review and approval, specifies three permitted fill sources (state-certified borrow pits, contractor-certified construction sites, Port Of Seattle-owned properties), prohibits contaminated and remediated soils, and requires Phase I and Phase II Environmental Site Assessments per ASTM E 1527-00 and E 1903-97. Fill source sampling requirements include Total Antimony and Total Arsenic. Department of Ecology Northwest Regional Office, Water Quality Program is the designated review authority.
