EXH AR024703: Draft Memo — Evidence Summary, No Impacts to Miller & Des Moines Creeks from STIA Stormwater

A February 2000 draft memo from environmental consultants Parametrix summarizes testing and monitoring data concluding that stormwater runoff from Seattle-Tacoma International Airport (STIA) does not harm aquatic life in nearby Miller and Des Moines Creeks. Three lines of evidence are presented: whole effluent toxicity tests showing most outfalls are non-toxic, water effect ratio studies demonstrating that creek water significantly reduces copper toxicity, and metals monitoring confirming that copper concentrations in the creeks fell below water quality standards. The one outfall found to be toxic (SDN1) was traced to zinc leaching from galvanized rooftops, with the Port of Seattle pursuing corrective measures.

Draft memorandum (AR024703–AR024705) from Todd Pollard and Linda Logan of Parametrix, Inc. to Keith Smith, Port of Seattle, dated February 29, 2000, summarizing three categories of evidence that STIA stormwater does not impact aquatic life in Miller Creek and Des Moines Creek. Evidence includes: (1) Whole Effluent Toxicity (WET) testing on SDS outfalls SDS1, SDN4, SDS3, and SDE4 using Daphnia pulex and Pimephales promelas — three of four outfalls showed no acute toxicity; toxicity in SDN1 traced to zinc from galvanized rooftops; (2) Water Effect Ratio (WER) range-finding studies using copper-spiked site water from Miller, Walker, and Des Moines Creeks showing WERs of approximately 16, 7, and 15 respectively, demonstrating reduced copper bioavailability in receiving water; (3) metals monitoring on January 14, 1999 showing total and dissolved copper concentrations below water quality criteria and practical quantitation limit (PQL).
